PRESIDENTS COMMISSION

Commission supports proposals relating to agent examination

The NCAA Presidents Commission will support three Council-sponsored proposals relating to the Association's review of agents and amateurism.

The proposals, which were developed by the NCAA Special Committee on Agents and Amateurism, would permit student-athletes to be involved in additional "media activities," would require the registration of vehicles for Division I grant-in-aid recipients in the sports of football and basketball, and would permit grant-in-aid student-athletes to earn employment compensation during term time under specified conditions.

The Commission, however, will not support a suggestion that would permit loans against a student-athlete's future professional earnings and asked the special committee to continue to develop the concept.

DIVISION I

Diversity standards discussed for Board, Management Council

The two presidential governance bodies in Division I have reached agreement on guidelines and processes for diversity of representation on the Division I Board of Directors and Management Council.

The Division I transition Board of Directors determined that the "minimum goal" of representation for the Management Council should be at least 35 percent for each gender and 20 percent ethnic minorities.

The Division I subcommittee of the Presidents Commission subsequently supported the transition Board's position.

DIVISION II

Presidents continue focus on rules education, compliance

The Division II subcommittee of the Presidents Commission has asked the Division II Steering Committee to set a date after which all Division II institutions will be required to use the recently enhanced Institutional Self-Study Guide (ISSG).

The subcommittee asked the steering committee to require all Division II institutions that currently have an ISSG deadline after January 1, 1998, to use the enhanced guide. Division II institutions scheduled to complete the ISSG before January 1998 would be given the option of using either the current or enhanced version of the guide.

Questions regarding diversity and sportsmanship and ethical conduct now are included in the revised ISSG, which the NCAA Council approved in August after Division II presidents endorsed enhancing the study guide in lieu of establishing an athletics certification program.

The enhanced ISSG probably will be mailed later this month to all Division II institutions. The mailing also will remind each Division II school when its next ISSG is due for completion.

DIVISION III

Commission approves models for subdivision discussion

Two models designed to further improve student-athlete access to Division III championships have been approved for membership discussion at the 1997 Convention by the Division III subcommittee of the Presidents Commission.

The Commission noted that a straw vote at the 1997 Convention will identify which model is to be seriously pursued during 1997. The subcommittee determined that the adoption of either model would occur only through a vote of the Division III membership at the 1998 Convention.

The models were developed by the Division III Task Force to Review the NCAA Membership Structure. The concepts are based on subgrouping or subdividing by enrollment size, sports sponsorship or a combination.

The Commission and the three division subcommittees met September 24-25 in Kansas City, Missouri.
