August 12, 1996

Acting for the Council, the Administrative Committee:

1. Reviewed the agendas for the August 12-14 Council and division steering committees' meetings.

2. Assigned membership-submitted legislative proposals to standing committees, per Constitution 5.3.6.

August 21, 1996

1. Acting for the Council, the Administrative Committee:

a. Appointed Earl W. Edwards, director of athletics, East Stroudsburg University of Pennsylvania, to the Men's Soccer Committee, replacing Daniel N. Audette, University of Pittsburgh, Bradford, no longer affiliated with an active NCAA member.

b. Scheduled a telephone conference for 2 p.m. Thursday, August 29, to review proposed legislation for the 1997 Convention.

2. Acting for the Executive Committee, the Administrative Committee:

a. Approved the recommendation from the Men's and Women's Track and Field Committee that Kennesaw State University serve as host institution for the Southeast regional qualifying meet of the 1997 NCAA Division II Men's and Women's Cross Country Championships.

b. Approved the recommendation from the Men's and Women's Golf Committee that Otterbein College serve as host institution for the 1997 NCAA Division III Men's Golf Championships.

3. Acting for the Council and Executive Committee, placed on the Joint Policy Board's September meeting agenda the topic of honorariums for NCAA officers under the restructured Association.

4. Report of actions taken by the executive director per Constitution 4.3.2.

Acting for the Council:

a. Granted requests from Bowling Green State University; Eastern Michigan University; and the University of Tennessee, Chattanooga, to temporarily replace coaches in the sports of men's basketball, women's softball and women's basketball, respectively, per Bylaw 11.7.1.1.1.2.

b. Granted an institutional limitation waiver in the sport of women's basketball per Bylaw 13.7.1.6.6.

c. Granted waivers per Bylaw 14.7.6.1-(c) to permit student-athletes from various institutions to participate in competition involving national teams in the sports of basketball, lacrosse, soccer, and track and field.

d. Granted waivers per Bylaw 14.7.6.2-(b) to permit student-athletes from various institutions to participate in all-star foreign tours through People to People Sports Committee Inc. (Italy, Turkey and St. Kitts), through the Pacific-10 Conference (Japan), through the National Invitation Tournament (Greece and Spain), through the International Sports Federation (Mexico), through Athletes in Action (Argentina, Peru, Paraguay and Brazil) and through Sport Reach Crusaders (China).

e. Granted a waiver per Bylaw 14.8.1.2-(a) to permit a student-athlete to transfer to another university without serving a year of residence due to health reasons.

f. Granted waivers per Bylaw 16.13.1. to permit institutions to provide incidental expenses in these situations:

(1) To student-athletes to attend ceremonies where the student-athletes will be honored.

(2) To provide flowers to a student-athlete's father's funeral.

(3) To provide flowers to a student-athlete's stepfather's funeral.

(4) To provide flowers to a student-athlete's mother's funeral.

(5) To provide flowers to a student-athlete who was hospitalized as a result of an automobile accident.

(6) To provide transportation, meal and lodging expenses (not covered by the conference office) to student-athletes to attend the National Student-Athlete Association Convention.

(7) To student-athletes to return home to be with family members who were terminally ill, seriously injured or hospitalized.

(8) To student-athletes to attend funerals of members of the student-athlete's families.

(9) To student-athletes to attend funerals of fellow teammates or members of teammates' families.

(10) To a student-athlete to replace items stolen during a carjacking.

(11) To provide transportation and meal expenses to student-athletes to include them in the selection process of a head women's basketball coach.

(12) To a student-athlete to attend the funeral of a former fellow teammate.

g. Granted a waiver per Bylaw 31.2.1.3 to permit the University of Hawaii, Manoa, and Valparaiso University complete restoration of institutional eligibility for 1996-97 NCAA championships after failing to meet the March, 1, 1996, deadline for submitting the graduation-rates disclosure form (96-6a).

h. Granted a waiver per Bylaw 31.2.1.3 to permit Sonoma State University complete restoration of institutional eligibility for the 1996-97 championships after failing to disclose the type of sport on the sports-sponsorship form.
