August 6, 1996

1. Acting for the Council, the Administrative Committee:

a. Appointed Mark Kostek, track and field coordinator, University of Nebraska, Lincoln, to the Men's and Women's Track and Field Committee, replacing Steven R. Hellyer, University of Oregon, declined re-election.

b. Appointed Bob Livingstone, director of men's and women's golf, Long Beach State University, to the Men's and Women's Golf Committee, replacing Kenneth L. Schweitzer, U.S. Air Force Academy, resigned

c. Appointed Charles J. Gordon, director of athletics, Emory University, to the Men's and Women's Golf Committee, replacing Keith L. Schrage, Rose-Hulman Institute of Technology, resigned.

d. Extended the term of R. C. Johnson, director of athletics, University of Memphis (whose term was to expire in September 1996) on the Communications Committee until August 1, 1997.

e. Appointed David T. Braine, Virginia Polytechnic Institute and State University, as chair of the Special Events Committee, replacing Kenneth L. Schweitzer, U.S. Air Force Academy, no longer affiliated with an NCAA member.

f. Amended Bylaw 15.5.3.3.1 to indicate that an ACT sum score of 100, rather than an average score of 25, must be achieved by a recipient of an academic honor award that is exempt from a Division II institution's equivalency computation; noted that this would be applicable for individuals first entering a collegiate institution after the fall semester or quarter of 1996, and that effective date would be consistent with the exception to the sum score requirements for initial-eligibility purposes for individuals first entering a collegiate institution during the fall semester or quarter of 1996.

g. Referred to the Council for consideration at its August 12-14, 1996, meeting issues related to foreign student-athletes.

2. Report of actions taken by the executive director per Constitution 4.3.2.

Approved five summer basketball leagues per Bylaws 14.7.5.2 and 30.14.
