Recruiting calendar -- Division I women's basketball

As referenced in a recent Legislative Assistance column (Column No. 27; July 8, 1996, issue of The NCAA News), the NCAA Administrative Committee approved an amendment to the Division I women's basketball recruiting calendar (see Figure 13-2, page 147, of the 1996-97 NCAA Manual) to change the contact period from its current dates of September 17-October 7 to September 10-September 29. Accordingly, the portion of the Division I women's basketball recruiting calendar that surrounds the amended contact period now should read as follows:

(a) August 1, 1996, -- Quiet Period
through September 9, 1996;

(b) September 10, 1996, -- Contact Period
through September 29, 1996;

(c) September 30, 1996, -- Quiet Period
through October 7, 1996;

The remainder of the Division I women's basketball recruiting calendar is not affected by the Administrative Committee's decision to change the contact period.

Clarification -- NCAA Bylaw 14.5.4.2.2-(b)
Two-year college transfers to NCAA Division II institutions

Division II institutions should note that Bylaw 14.5.4.2.2-(b), which was amended by 1996 NCAA Convention Proposal No. 26, is shaded incorrectly in the 1996-97 NCAA Manual. In this regard, a student-athlete who was a partial qualifier or nonqualifier, and who first entered a two-year college during or prior to the 1995-96 academic year, could have been certified as eligible during the first academic year in residence at the Division II institution only if the student attended a two-year college as a full-time student for at least two semesters or three quarters and (1) graduated from the two-year college [as referenced in Bylaw 14.5.4.2.2-(a)] or (2) presented a minimum of 24 semester or 36 quarter hours of transferable degree credit with a cumulative minimum grade-point average of 2.000 [as referenced in Bylaw 14.5.4.2.2-(b)]. 1996 Convention Proposal No. 26 amended Bylaw 14.5.4.2.2-(b) to add an additional standard only for those students who first enter a two-year college on or after August 1, 1996, and subsequently transfer to a Division II school. The additional standard now requires that in addition to presenting a minimum of 24 semester or 36 quarter hours of transferable degree credit with a cumulative minimum grade-point average of 2.000, the student also must satisfactorily complete an average of at least 12 semester or quarter hours of transferable degree credit acceptable toward any baccalaureate degree program at the certifying institution for each academic term of full-time attendance. For purposes of Bylaw 14.5.4.2.2 and other two-year college transfer regulations, an "academic term of attendance" is considered to be used when the student-athlete registers for a full-time program of studies and attends the student's first day of classes for that term (as opposed to being present at the institution on the opening day of classes).

Preseason football practice

NCAA institutions should note that according to Bylaw 17.11.2.3, physical activity during the first three days of the preseason practice period shall be limited to noncontact, conditioning drills. No football gear or protective equipment other than head gear, shoulder pads (in Divisions I and II only), shoes, pants, and porous, lightweight jerseys shall be worn by players during practice sessions in this three-day period. It is not permissible, however, for student-athletes to have any direct contact (e.g., block, tackle) with another student-athlete during such noncontact practice sessions.
