Change urged to allow junior college players to declare for draft without jeopardizing eligibility

The NCAA Two-Year College Relations Committee has recommended that NCAA rules be amended to allow junior college student-athletes to declare their eligibility for a professional basketball draft without affecting their eligibility at NCAA institutions, provided they announce their intention to return to school within 30 days of the draft.

The committee issued the recommendation at its April 22 meeting in Kansas City, Missouri. If it is endorsed by the NCAA Professional Sports Liaison Committee, the proposal will be referred to the NCAA Council for consideration.

The proposal would give junior college athletes the same option afforded under NCAA Bylaw 12.2.4.2.1 to those enrolled at NCAA institutions. This bylaw allows student-athletes to enter a professional basketball league's draft once during his or her collegiate career without jeopardizing eligibility if he or she declares the intention to resume intercollegiate participation within 30 days of the draft.

Currently, junior college athletes are not covered by the bylaw and they would lose all future eligibility at NCAA institutions if they make themselves available for a draft.

This proposal would not affect existing legislation prohibiting student-athletes from contracting with an agent.
